Lok Neak Oknha Ly Hour, the Chairman of the Board, was born on January 1, 1954, in Kampong Cham province. He is widely recognized for his expertise, strong leadership, and dedication to entrepreneurship. With over 30 years of experience, he has successfully overseen business ventures in finance, property development, agro-industry, and insurance in Cambodia. In addition to his roles within the Ly Hour Group, he has held important positions such as Vice President of the Cambodia Chamber of Commerce and President of the Housing Development Association of Cambodia. His efforts have significantly contributed to the advancement of the private sector and social and economic development, earning him several decorations and medals in recognition of his achievements. Beyond his professional achievements, he is known for his philanthropic endeavors, supporting various community initiatives and charitable organizations. Mr. Shuzo Shikata

Mr. Shuzo Shikata, as SBI Holdings’ shareholder representative in Tokyo, Japan, holds key leadership positions within the organization. He currently serves as the Chairman of SBI LYHOUR Bank and as Vice Chairman of Tien Phong Commercial Bank in Hanoi, Vietnam. Prior to assuming these roles, Mr. Shikata gained extensive experience at MUFG Bank in Tokyo. His wealth of modern and diversified managerial expertise, acquired from his tenure at foreign banks, positions him and SBI Holdings, Inc. to provide valuable support in building and implementing the corporate strategy for Ly Hour SBI Insurance Plc. Mr. Shikata earned his Bachelor’s Degree in Economics from Ritsumeikan University, Japan.
Onkha Ly Sopheap

Onkha Ly Sopheap, the Director, was appointed as the Vice President of LY HOUR GROUP on July 20, 2011. He holds a Diploma in Accounting from Singapore (1999) and obtained a bachelor’s degree with Honors in multimedia design from Huddersfield University of Manchester, UK in 2004. Since 2016, he has held the position of Chairman at Ly Hour Paypro Plc. Furthermore, he has served as the Chief Executive Officer of Jewelry Co., Ltd. (Rattanak Alangka) since 2007. In addition to these roles, Onkha Ly Sopheap is the proprietor of several businesses, including 3rd Generation Co., Ltd., IKVM Distribution Co., Ltd., Food Distribution since 2008, and IG Consultant Co., Ltd., HR Company since 2009. Onkha Ly Sopheap’s entrepreneurial spirit is evident in his ownership of multiple businesses across various industries. His commitment to excellence and his ability to adapt to changing market dynamics have set him apart as a visionary leader in the business community.
Mr. Yamato Ito

Mr. Yamato Ito was born on May 13, 1992, and graduated from HOSEI University in 2015 with a major in Economics. During his tenure at SBI Insurance Group Tokyo, he played a pivotal role in executing mergers and acquisitions of insurance companies. Additionally, he was instrumental in developing a comprehensive five-year business plan and effectively led and managed claims within the organization. With a strong background in economics and a proven track record in strategic planning and leadership within the insurance sector, Mr. Ito has demonstrated his expertise in driving organizational growth and managing complex business operations.
Mr. Oeur Vibol

Born on May 5, 1983, Mr. Oeur Vibol has a wealth of experience in the finance and banking sectors in Cambodia. His previous role as Chief Risk Officer at SME Bank of Cambodia Plc. saw him spearheading the development and implementation of risk management frameworks and policies tailored to suit operational requirements and regulations, ensuring their effectiveness within the organization. Leveraging his extensive expertise and leadership experience, Mr. Vibol is poised to bring his valuable insights to Ly Hour SBI Insurance, contributing to its continued success in the industry.
Ms. Kimtol Tan

Kimtol Tan possesses nearly two decades of extensive leadership experience in both the United States and Cambodia, with a focus on diverse sectors such as telecommunications, automotive, banking, and insurance services. Her primary strength lies in cultivating an inclusive work culture within organizations, drawing on her adeptness at collaborating with individuals from diverse backgrounds.
Ms. Kimtol Tan is a graduate of The George L. Graziadio School of Business and Management, USA, where she obtained a Bachelor of Business Administration and Management in June 2010. Throughout her professional journey, she has held pivotal roles such as Chief Digital Strategy Officer at Prudential (Cambodia) Life Assurance, PLC (February 2021 – June 2021), Chief Executive Officer at Milvik (BIMA) Cambodia Micro Insurance, PLC (April 2019 – January 2021), VP and Director of Sales- Payments at Commercial Bank of California (June 2018 – April 2019), and Director of the National Sales Business Unit at WorldPay (August 2015 – February 2018).
Ms. Tan’s expertise is highlighted by her creative and innovative approach to individual and team work, strategic problem-solving and negotiation skills, exceptional relationship building with key stakeholders, proficiency in the latest management techniques, and a steadfast commitment to transparency and providing profitable recommendations.
Dr. Siem Monileak

Dr. Siem Monileak, a distinguished professional in the field of academia and finance, brings a wealth of experience and expertise to his role in educational leadership and financial management. Currently serving as the Dean of the Faculty of Digital Economy at the National University of Management, he has held various managerial positions throughout his career, including Deputy Dean and Head of the Department of Accounting at the Faculty of Finance and Accounting, as well as the Acting Executive Director at The Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA). With a Doctor of Business Administration (DBA) with a major in Finance from the National University of Management (NUM) and a Master of Business Administration (MBA) with a major in International Business Management from the Asian Institute of Technology (AIT), Dr. Siem Monileak has leveraged his extensive educational background and professional qualifications to contribute significantly to the academic and financial sectors. His experience as a researcher and author, combined with his consulting expertise, has earned him numerous accreditations and certifications, solidifying his reputation as a respected authority in his field.
