The company began its journey as Ly Hour Insurance Plc. in late 2017 with the issuance of its operational license from the Ministry of Economic and Finance “MEF” on December 22, 2017. This marked the official entry of the company into the insurance industry, with a registered capital of $10,317,000.00 US dollars. The official launch of Ly Hour Insurance Plc. took place on 29 January 2018, marking the beginning of its commitment to providing reliable insurance services to the people of Cambodia also with the foreign investors.
Ly Hour Insurance Plc. was founded and owned by Lok Neak Oknha Ly Hour and family, a group known for its honesty, integrity, and commitment to trustworthy business practices. This reputation was a key pillar in the company’s foundation, setting the stage for its growth and success in the insurance industry.

In 2024, Ly Hour Insurance Plc. entered a significant partnership with SBI Holdings Inc., The Group, headquartered in Tokyo, Japan currently has more than 260 companies in over 20 countries and regions around the globe. The Group is globally operating the business in particular segments such as Financial Services, Asset Management, Biotechnology-related, and Others. As of Mar 2020, the Group had consolidated Total Assets of USD 52.8 Billion, Total Paid-in Capital of USD 881.57 Million, and Total Revenue of USD 3.53 Billion. The Group is building a stronger corporate group by pursuing and exercising “synergies” through the effective utilization of management resources and organic coordination of business know-how within the Group. This partnership led to the rebranding of the company as Ly Hour SBI Insurance Plc. The collaboration with SBI Holdings Inc. marked a new chapter in the company’s history, opening doors to enhanced resources, expertise, and global technology reach, further solidifying its position in the insurance industry in Cambodia.
